Affiliate site promotion

Hi,

This topic may not be the new one for the forum, but i did not find this somewhere so i though i should post it here. well the question is about the affiliate site promotion. I have been observing the affiliate site, the big ones, they all are having the same thing on there site, like pointing to the same affiliate and using the same data provided by their affilates, and rankings high over the gooogle. when i had a search in google for the content, i found not less than 1000 sites using the same data on their pages. and most of those pages are having a long green bar PR 4 to PR6. Not only PR but they ranks very well and do huge business. even i have seen the site, has its own 10 clone and all of them are doing well in engine ranking and must be doing business as well..

yes, they have the links and huge number of pages in google index. but is it all about the links..? They have also partner with the same sites on other server

is anybody there who can light up something here about the mechanism behind these sites...?

The ones with decent PR are generally older, established sites that have had a lot of links for quite a while.

if this is all about links then google is somewhere lacking there objective for not promoting the duplicate sites or content.

I just had various searches by taking the content, and i found more than 600 to 1000 sites using the exact content everywhere. and each page is ranked very well , also have PR. Well it looks like we should not waste our time in building the content but building the link network. MY budget should go 20% for content and 80% for fresh and good links...
