Adserving Fees from Networks Like Doubeclick?

What do these networks traditional charge clients to serve ads?

Is it on a CPM basis?

I'm about to join an adnetwork and in addition to them taking their cut, they want to charge a 15% adserving fee which seems a bit much.

Any ideas as to what doubleclick actually charges publishers to serve their ads?

Nothing, as Doubleclick is not a network. To use their services to serve ads, anywhere from .05 - .10 CPM. charged to you the publisher.

Would that include video ads?

Basically a possible adnetwork uses doubleclick and wants to charge me a rate way above .05-10 cents cpm to serve the ads.

Is there a link anywhere that discusses doubleclick's fees?

I'd go straight to the source. I just did a quick search for "doubleclick rates" and the first result even mentioned video ads.

Video is probably higher. If you have volume, you can get volume discounts.
