A simple question about contextual-only offers

In any given CPA/CPS network (Azoogle, Hydra, etc....) when they say I can only promote a certain campaign in a contextual manner, what do they exactly mean? Does it mean that I can only promote the campaign through contextual advertising such as the Google Adwords Content Network?

Or....is it also okay to promote the campaign on a website with similar context/theme? (e.g: promoting a blue widget campaign on my own blue widget niche website)

What have the networks told you? I'd start with them as if you ask for an exception/exemption and give good reason, they will usually let you do whatever it is you were trying to do.
