The data:

A news site in my local area (which many of my potential customers are possible visiting) claims they have about 600,000 pages shows a day. They want about $300 pro day pro banner, or about $350 pro advertising textlink pro month.

This news site is also a kinda of brand in local internet.

I recently started my Internet blue-widgets-shop. There I am: what is better, to place a textlink/banner on this brand site, or just slowly develop linking relations with another, not-so-big sites in my area? Does anybody has some experience?

How brand name positively affects "advertisment links" placed on such a bramd site?

I don't think the brand name of the news site will make your ads more effective there, but that's not to say they wouldn't be effective. I think getting links would be well worth the time investment. Links are free and have long-term benefit.

Why not do both?
