Coz they are big market and always can bit for the lowest price

Welcome to WebmasterWorld. Starting your own network will entail quite a bit of work. You'll need to find companies that are willing to work with your network, which will be tough since you are an unkown commodity to them. Before that though, you will need to have some longevity and credibility before anyone considers handing you any money for something unknown. Perhaps offer a couple free months of services to try to entice some programs to join your program.
