Teaching Online Marketing?

Do you know a University program that teaches online publishing, marketing?

You are best off reading and experimenting on your own.

I could be wrong, but I suspect you won't find university courses on online marketing for much the same reason you won't find university courses on sales - it's a vocational skill rather than an academic discipline.

I have found a few, but mostly the classes that I found were electives under the marketing department. I suspect to see an increase in these types of classes in the future.

Unless they have people who have actually worked in the industry and been in the trenches, they would probably be extremely basic. No matter how book smart someone is, if they haven't actually made it online, the class probably wouldn't be very good.
