Affiliate Conversion Ratio

I have a simple question. I keep reading about conversion ratios for affiliates.

My question is: What number do you look at to make up the ratio?

Is it clickthroughs/commissions OR your site's visitors/commissions?

Clicks to sales. If a link has 100 clicks that result in 5 sales your conversion rate is 5%.
