How to get connected as a potential affiliate?

Does anyone have experience with a source for legit or highly branded corp affiliate campaigns? I noticed some posts about CitiBank, and I'm wondering how CitiBank actually connects with site owners... Is there a single clearing house for this caliber of affiliate program? Are there any free ways to become an affiliate for someone like this or does is require joining a network (the one I am looking at requires having already been paid 10k in affiliate revs).

I have seen citibank offers through a few different programs. Best and easiest way to find these would be to use your Search Egnine of choice and look for " citibank affiliate program". Look through a few of these and you'll have the idea.
