are these usualy best case scenarios or heavily offset averages by high performers and lots of low performers?
also when people talk of retailers conversion rates on programs.. whose responsibility is it more for the conversion? the target site where they make the purchase.. or the affiliates? is it simply your goal to get the clicks and people through the doors and expect the end site to convert at the "published rate"..
i guess I was just curious how much weight you put into these numbers..

The way I see it, each merchant is responsible for providing a high capacity for conversion, and each affiliate is responsible for fully utilizing this capacity.
The way this is usually expressed, is merchants are responsible for their program averages and how they compare to related merchants, and affiliates are responsible for their deviation from these averages set by other affiliates.
