So the question is, are there any other companies out there that will serve ads to small or starting sites until they (the sites) start to generate enough page views to talk to the big boys?

I played around with CJ's SmartZone banner rotator, and it seems to work fine. It can take several days for a banner to be inserted into the rotation, but that is the only problem I am aware of. (when I first set mine up, it took over a week for it to start pulling banners, but seems fine now)
Directleads has a nice banner rotation setup which seems easier to manage than CJ's. I haven't used it, but friends have, and haven't heard any negatives.
I'm not doing too badly, even with the web falling down around me. I pick the affiliates that look reputable, seem to have some sort of realistic business model, and -most of all- relate to my sites. Buttons and text links in the body work better than 468 banners across the top, but if you have the slot, why not?
You didn't say if you've installed an ad rotator. If not, plan to do so soon, I don't think I'd want to be dependent upon the network's in-house rotator over the long run.
