If you scroll down to where the word "Content Management System" appears, it is a hyperlink provided by overture to go to one of their advertisers' sites.
I would assume devshed gets compensated by OV for this type of linking.
Is this something OV offers as part of their partner program or something else?

They can be slow to load, particularly on larger pages and forums, and I suspect many visitors click just to find out what the funny looking double underlines mean. And many surfers don't like them from a usability level.
I do a similar thing with a CMS based site I run. We use an Autolink option where you can specify a word or phrase and enter a URL for it to be linked to. I modified the code to use a javascript popup instead of a standard href link and then open up the results page for the keyword (using our PPC partner account) when someone clicks it. I have it appear as just a standard link rather than double underlined, and it works perfectly across all browsers.
If you're running dynamic pages you should be able to get some code together that returns a similar type system for whichever PPC partner you're using.
