Merchant Programs - Advice Needed

Need some information on merchant programs

Firstly, apologies if this is covered elsewhere on this site, this is my first post.

I am very interested in starting a merchant program, but the ones I have looked at seem to have very high start up costs i.e CJ.

Are there any aimed at smaller sites?

Also how effective are these?

IMHO, Shareasale is one of the better small networks. Much more low cost, yet most of my affiliates like this network especially since it is parasite-free.

Another point I was considering, as my product is mainly aimed at the European Market, does it matter that Shareasale appears to be a US firm?
