Affiliate programs for Mexico and Latin America?

Can anyone suggest what affiliate programs to look into for sales of books in Latin America?

How popular is Amazon.com in Latin America?
I would guess local online stores would convert better because of easier and less expensive shipping?

There are some difficulties with marketing to Latin America. Here's a good thread [webmasterworld.com] that discusses the situation in Mexico. One of the stumbling blocks seems to be the enormously high interest rates attached to credit cards, and thus their reluctance to use a credit card.

I guess it's supply and demand. Low capital, the price goes up.

Interesting story over at the NY Times about an enterprising Chinese couple who get around the reluctance to use credit cards by employing cash collectors who physically collect the cash, and couriers on bicycles who deliver the books.
