Do you mean interenational as in you have Non US traffic or as in your are not in the US.
If your traffic is not american your options will be far different than if it is. What kind of geographical base does your traffic have?

From your username, I presume you are from China. Are your site visitors from your country or from US/UK...

Apply to Fastclick.com, Advertising.com if you want a combination of CPC/CPM programs.

Apply to Google Adsense, if you want cpc program and want to see heaps of revenue :)
