I have heard and read a lot about negotiating commissions for high volume publishers (affiliates). This is common on networks like CJ and Linkshare.

Question: Has anyone heard of Amazon.com's Associate program negotiating payout to high volume associates?
Do they do this?

I've never heard of that happening, and I've been an Associate for nearly five years. However, it seems to me that if they did, neither those Associates nor Amazon would be talking about it.

I would assume you'd have to be a VERY high-solume Associate to do this, especially since Amazon is not as dependent on its affiliates as some merchants are.

Yes, I know the same thing as one of my friend got success with his merchant and now earning more than others who doesn't negotiate, but at same time you must aware about sales generated by your site for particular program/merchant you must be high volume affiliate.
