I am trying to create my own affiliate program on my website. I want to pay people for refering my website. I want each affiliate to have their own link that they distribute. What is the easiest way to do this?

There is a lot of affiliate tracking software out on the market with prices from free to over 1K. Do a search for "affiliate tracking software" and find the one that fits best for you. Also script sites like cgi resources will have a lot of affiliate tracking scripts available also. Good luck on your new program.
