How I can tell people about my affiliate program?

There are many methods.
1) Join a big network like linkshare or cj.
2) Affiliate directories
3) Directly contact potential affiliates
4) Advertise on sites which are themed similar to your products/services.

In the above I assume you were wanting to advertise your products to potential affiliates. If you are looking to advertise to potential buyers, that's something else.

pay money to advertise it wherever you think the types of affiliates that you want might use/go/frequent .. magazines, certain message boards and sites, conferences etc.

Make sure the affiliate network you join is right for your product though. Many people think they should just join the most popular and biggest ones and this will work.

You should try to find one that fits your needs. Do some research cuz there are tons of networks out there.
