I am starting a affiliate program for a non profit organization located in Utah. They travel around the world teaching people in imporerished areas how to grow enough food to survive and sell. OK thats the background. The question we are looking for software which will allowother websites to sign up as an affiliate and sell the products we offer. Can anyone suggest a low cost option? We thought about commission junction but the price points are to low on each product. Any suggestions?

I'm sure it can be done in this situation, too, as my (for-profit) company just got our setup-fee waived with one of the major affiliate-tracking companies through some good contacts and email-tag.
Granted, they will most likely make it up very quickly from our sales (if their affiliates are any good), but it is possible under the right circumstances.
Especially at this time of year when accountants & owners are looking down the road toward paying taxes.
