Provide extra bonus for people who bought something from my affiliate link? Which means the buyer won't get it if they buy from the other people's link. I would like to know if this is legal or not?

Yes, I've seen it done a few times. I don't think there is any problem with this.

You need to check the terms of the affiliate program. I know that Amazon, for example, clearly and specifically prohibits incentives of this type. Other programs may also.

If I can choose between two similar affiliate programs, I'll go w/ the one that doesn't allow affiliates to offer incentives because I won't & I probably can't compete w/ those that do. There are tons of sites out there that do what you're thinking of already & from what I've seen, more and more affiliate programs are not allowing that practice to continue w/in their terms.
The worst offenders are those that popped up after the hurricanes, claiming to donate a certain percentage of their commissions to charity w/ no proof. Even the ones that aren't scams usually aren't very ethical.
