Is credit card spending required to open a Yahoo Search Marketing account ?

I wish i can just open an account.

Our systems do allow you to create an account without an initial deposit.

If you are not ready to provide billing information when you create your account, you can provide it later after your account is active. To do so, close your web browser without specifying any of the payment information. Your account will be created; however, your ad will not be displayed until you make an initial deposit.
