Yahoo allows ad spamming?

Yesterday I had a very frustating call again with Yahoo.
I was complaining a few weeks ago that one of my competitors constantly advertises for 2-3 positions on the same keywords with similar site concepts on different domains (the landing pages at least differ in layout, but rest is similar), meaning they blocking the positions and costing me a fortune and a lot of clicks. So they promised to investigate that and told that in general they do not allow those practices (Google banned this competitor, by the way).

Well, I called them back yesterday to see what s going on and surprisingly this girl stated they finished the investigation and decided to tolerate it, because "the user experience is different"!

Obviously I asked her to have a look with me together and I showed her its the same company, same product, same check out, etc...), but still she was stating "the user experience is different, because of the Design of the landing pages". I got kind of mad and told her, that I could do the same then, just to purchase 10 new domain names and block all positions...

She said, if the user experience differs, this should be fine...

Anybody got experience in regards to that? I was wondering, why they allow it, for me its spam and possible the worst, that can happen to a Search Engine...
