Excluded words not working

The excluded words in Y's Panana are driving me nuts. I cannot make it work.

This is what I did:
Ad Group Settings > Tactic Settings > Excluded Words: [show] > Entered my exclude keywords like:
keyword1
keyword2
keyword3

Two days later the words are still being shown in searches like "purple widgets keyword1".
What is the problem?

Another problem is, I cannot seem to be able to set excluded keywords for a campaign. If I go to Campaign Settings > Tactic Settings, no Excluded words link get shown.

For YSM, you should assume 3-5 days for them to revise any new setting.

That is crazy. No wonder Google will continue to kick Y's butt. When you are clueless in business, that is what happens.

Continuously aggravating people that potentially can send lots of money your way is never a good business decision, especially when there is a competitor that does it right (Adwords).

Please Yahoo, wise up.
