Bid to below?

Is there anything that can do this?

We want to have some rule like:

Bid up to X
Aim for 2nd position
If pos 1 <> widgets.com then go to 1st position

Anyone seen anything with these sort of capabilities outside of using the API ourselves?

Tried that one - it doesn't allow you to bid below a particular url or in pos 1 if they aren't there at all...
