Regional Targeting available?

I would like to set up an account for a client that targets specific U.S. cities and their surrounding areas. I know that Google Adwords makes this very easy, but I don't see that option for Yahoo/Overture.
I don't think "Local Sponsored Search" is the right vehicle for this client. They don't sell things, it's more like a city guide website. There's no need for an address listing, map, etc. It seems that Yahoo/Overture only offers national coverage, but doesn't break it down by regions, cities, etc. Is this true?

That is true-- Yahoo doesn't offer IP targeting. The only way to effectively market to a geography in Yahoo Sponsored Search is to combine keywords with geoqualifiers-- which, of course, lowers the search volume significantly.

It seems that Yahoo/Overture only offers national coverage

Is that true? I could not figure out how to just target US searchers in Overture. Where is that option to select a country in Overture?

When you advertise in Over US (Yahoo) you used to be able to only have your ads targeted to the US market by default.

As they have lost partners they are now showing ads to anywhere that is not covered by one of their other national Over markets - DE, NL, UK, etc.

For instance I live in South America and I can now see my ads on both Yahoo & other search(?) partners like domain squatters.

Even I have come across the same problem. I live in India but I can see US targeted ads here. I doubt that with Yahoo, actually we can do geo targetting or not. With Google we can, but with Yahoo, I don't think so.
