Some people told me that OVerture does have google's adsense like program for publishers but i cannot find anything about pay per click program for publisher on overture.. can somebody clarify?

From my understanding it is in Beta mode and only a select few are testing it out. There is a whole forum dedicated to it here: [webmasterworld.com...]
