Whether you are an affiliate or not is none of Google's or Overture's business.
As an affiliate, you have a private relationship with a merchant to market their products through any means permissible under the terms of that relationship. If the merchant says you cannot link to them via PPC then that is their business, but it has squat to do with Overture.
Think about it another way: you can do away with the term affiliate all together. I could meet a bloke down the pub and agree to have a go at advertising his website via PPC, in return for a commission on any sales achieved this way. We agree that I will identify my clicks by a?source=me tagged onto the URL, and we'll sort the commission out casually at the end of the month by going through his logs.
That wouldn't bother Google at all; so neither should an affiliate relationship that is actually defined by the word "affiliate".
Appologies for not answering your question though!
You may want to make nice with one of their account reps so you can have them mask the url. And by this it would change a standard CJ type affiliate link from www.qksrv.net to www.vendor.com on the Overture ad.
