Broad match not allowed for some keywords?

I can't modify keyword type

I am bidding for some keyword with exact match i wanted to switch to broad match but the option is not tickable...
Are there "blocked" keywords?

All single word keywords can not be broad or phrase matched, so widgets on it's own will not do the biz.
