Bit new to PPC, so excuse any ignorance I show.

I was using the .com Suggestion Tool using a particular Keyword. At the bottom of the suggestion the results where -I've sorted in Alphabetic (ish) order-

The probability of the counts being so similar by user searches alone must be billions to one. Can someone explain what is occurring?

Two things spring to mind.

Through word matching the terms are being bunched together.

or

The system is screwed up.
