Does anyone know if a higher click budget will cause you to get listed higher in Looksmart?

No, it doesn't. Tried it! Reducing the budget doesn't lower them either.

is this also true for their Premium servce where they were wanting $4 a click from me?

surely with that CPC they should be giving a lot more than what Joe Public gets for $0,15
