Can we change the description without changing the bid?

Are you allowed to change the description, title or URL for existing grandfather bids in overture without paying the minimum bid?

The initial page after you sign in has a blurb that says that min bids have changed yada, yada, yada and that you may update titles, descriptions and URLs for these listings without changing your bid.
