I just checked this with Overture, and got the answer back I hoped:

When Overture UK automatically raises all bids to £0.10 on 29th March, all the bids below 10p become equal. Overture told me that the equal bidders would be ranked on a version of the "first come first served" that normally applies. The equal bids will be ranked in the same order as they were previously, before they were raised by overture and became equal.

So: raise your current bid to 10p now, don't wait for Overture to do it for you. If you do it now you'll rank ahead of the others when they get automatically raise don 29th march.

This won't help much when dealing with active and agressive competitors, but if you're competitors are sleepy (and perhaps unhappy at being as high as 10p anyway) you may get ahead of them (for a while) for no extra cost.

I'll tear that tactic out of my "to do" list.

Most of the sub 10p keywords we bid on there are very few competitors and they are definately not up to speed with the nuances of the entire PPC conundrum.

Time will tell on the correctness of the decision. I like the fact they haven't grand-fathered the bids, I get really fed up with all of the 1 cent and 2 cent merchants in the US and I know as early adopters they should get the benefit, but I'd say they've more than had it now and should pay the going rate, they use the same amount of bandwidth as everyone else.

I'll get off the soapbox now.
