For Europe you might also want to think about Fast's paid inclusion.
The question regarding Europe anyhow would be the languages you can provide.
English will work basically only for the UK. Other than that you'd have to offer something rather unique in order to overcome the language barriers.

That being said it really depends on your clients product/service as to which solution will give the best return, no point in getting them in now if all it's going to do is end in tears.
Yahoo results are a bit of a funny one in that Espotting and Overture UK will both show results.
If a client arrives ay yahoo.co.uk then any PPC sponsored match results will appear from Espotting.
If they arrive via Yahoo.com then if they are identified by IP address as from the UK then Overture UK sponsored matches show.

Looksmart is your main bet here as they supply Sponsored listings to both the regional Yahoos and MSNs. For Australia, Anzwers.com.au is now run by Yahoo.au with regionalised search results from Google. They also use the Looksmart "sponsored" positions.
You could try Inktomi, we have had threads in the Asia-Pacific forum where some people have had good results using very focused keywords targetting each specific country. However, you still have the Looksmart listings above the Inktomi listings.
Another option may be Lookle.com who also have a PPC program and apparently have a largeAustralia user base.
