Yahoo publishing same news on multiple sub-domain

Is that allowed for non-giant site?

[uk.biz.yahoo.com...]

Same content / same title but posted on different sub-domains with different urls.

This is done with almost many news items.

[answers.yahoo.com...]

[au.answers.yahoo.com...]

duplication also found in yahoo answers..
