Do I have to refer to it from index?

I have just uploaded policy1 and p3p xml docs in my w3c sub directory. Do I have to do anything else, like add a line in the head section of my index page?

I'll be implementing P3P in my sites eventually, but I have yet to do so, so I can't help you yet.

P3P (like SiteMap) is described by XML, but is really not an XML issue. It's like saying that, since your stereo instruction manual is written in English, an English professor is the one best suited to answer stereo questions.
