There are tutorials a plenty all over the web. A search engine is your friend. A stepbystep is a bit out of our realm here.

No...like seriously no. WordPress code is absolutely atrocious and many people can never get theme A to work with plugin B, it's full of security holes...I could go on and on. I don't have any recommendations since I've written my own software though if you're really serious either keep looking or write your own.

Wordpress has features that makes it attractive to first time site builders, but does lack in flexibility of home-rolled (learned by experience) sites. The BEST advice is to create content worthy of attention by web denizens FIRST then worry about the framework second... no content, no website.

Then again "develop" also means "how to make money" and that, dear friends, is something we webmasters will only allude to, nod and wink, and NEVER GIVE UP OUR SECRETS.
