Web Hosting Issue for A website

website goes down.. what are the possibilities..occuring & mesures to stop

I am working for a client whose website is health industry related. A hosting company has provided him 50 MB space for per year and also told him that bandwidth will be 10 time more than the space.

When I started the project I found that Website used to go temporary unavailable. It used to show the google toolbar page rank but unable to see any content of the website.

Now I thought there may be the connection problem, but I opened it from other places only at one place I found it again down.

Is there any bandwidth problem?

I was thinking to change the webhosting company but I am afraid If this problem doesn't get resolved.

Client is paying very more less than ½ money which current SEO industry charging. He also used to give me work for making changes on the webpage.

I have few questions for that I want answer from your side.

1)Why that website goes down?

1)Should I change the hosting company as hosting company claimed that there should not be any problem like this.. Website goes down?

2)Should I take my 3 month pay and tell him find another SEO who can do eeryting for you in that pay and Leave him.
