Do you know of any bulk emailing software apps that can also
tag the outgoing messages as "Urgent" (like the red exclamation
mark in Outlook Express)?
That would improve the response rate
(to link-exchange requests, for example).
I don't want to do this one email at a time, as it will
be too time-consuming. I will hire someone to find the name
and email of the webmasters who run websites related to my
niche and then I will contact them myself with the help of
the software.

I think getting an "urgent" unsolicited message with a
request for a link, etc. would be an awfully good reason
to mark the email as "spam" and ban the domain.
But maybe that's just me.
As far as your technical question, I imagine this is
possible with just about any bulk-mailing software.
There's a header for this (X-Priority), and I'd imagine
most of these programs allow you to add arbitrary
headers.

Outlook has it's own priority header, you'd want both of these:
X-Priority: 3
X-MSMail-Priority: Normal
The point to be made is link exchange requests are the most ignored bulk mail spam possible, you are really going to do more to hurt your efforts than improve them by bulk mailing link requests. This really needs to be done manually. But it sounds like you have your mind set, so go get 'em Tiger. :-)
