What i need to plan for in building a new toolbar

need programming / programmer tips - will outsource

I want my planned toolbar to work for both IE and Firefox browsers.

Need it to work on older browser installations and newer tabbed browsers.

Am i forgetting something important?

If you have experience with toolbars or programmers who make them, please give your suggestions.
