Click on "control panel" and then click on "System Preferences"
It's set as a preference, and apparently the default has been changed to "off"

Funny thing is that now that they are disabled by default I´ll keep it this way. Graphic smilies do tend to distract you from the text (and they don´t go well with a background image ;)). But perhaps this is just a case of the stupid user sticking with the default settings. I´m still using IE as well.
