I was thinking about this and wondering the worth of allowing the posting of code in the New To Web Development section. My reasons are:
1. that newbies are the ones most in need of seeing the code
2. as code is added it can be used for a FAQ
Those of us used to hunting down answers and fiddling with code can go without having code posted except as we occassionally get tripped up but these instances should be rare. As someone posted, it should be enough for us to reply with the URL or reference to a resource to be read.
Perhaps, the underlying need is twofold. Not only a convenient way to answer the immediate need of a user but also to provide a way for them to learn. If the answers are somehow captured and turned into a FAQ then the issue of posting code and/or repeating a question already asked should become less of an issue.
Also, it may be well to consider creating links to basic FAQs that appear within the Forums listing because newbies don't necessarily think to look for a FAQ. I know it slipped my mind when I first arrived here - and I didn't consider myself a newbie. Making it obvious may go a long way to helping them help themselves.
Anyway, just a few thoughts scattered among the debris in my current state of mind!

I seem to post a good bit of code and appreciate it when others do as well as it's one of the most efficient and precise ways of describing the problem at hand. I'd hate to see any efforts to make it more difficult to trade code, so I'd like to know what the arguments are against it to see if there's a way to make it more palatable for everyone.
