message title line color won't change

Messages > Title Back Ground is set to 000077 and will not change for me, so I guess that is the reason why the Message Title Line is dark blue. If I could get this one field to change , I would have the motif pretty much set the way I'd like.

Also, Active List > Message Count # will not change (I'd like it not there.)

And how long do we have to edit a post now without an alert being added? That was awful quick. Thanks.
