Does webmaster world know that their hamburger menu does not appear unless you scroll way to the right? Set the proper viewport for mobile. Just sayin.

From what I understood, they had a hard time to make the site mobile friendly, (it's always hard to adapt an existing site, than building a new one from scratch, with mobile devices in mind). So it's possible they are still enhancing things little by little.

It must have been fixed by now; when I reduce my viewport the hamburger becomes plainly visible.
There must be some tiny coding glitch, because there is always a scrollbar at narrower viewports (< tablet size, I guess)--but it's the kind of scrollbar that suggests something is off by one em, not the kind that tells you you forgot to resize some essential element.
