the software and settings account for standard time zones but doesn't adjust for "daylight time".

And you only just noticed? :) I have to change my time zone twice a year.

No, I don't know why we can't quietly swipe that php/bb plugin that automatically adjusts for DST.

Then again, I don't know why DST itself is still a thing. Cui bono?
