Forum Moderators: open
The main point is that we guard against anything that might be promotional or open the door to future promotion. That includes even the generic "please review this site" kind of post.
Not all promotion is blatant. Crafty "guerilla" promoters may try to swerve topics in their own direction just so they can drop their own URL or one of an associate -- and that kind of thing quickly dilutes the value of a conversation.
Other URLs may be innocent enough in themselves, but would set a precedent that would be bad news. If we allowed it, this board could become a Spam Fest pretty quickly (the web is full of examples) and we are protecting what everyone has created here.
The spirit of all this is to keep our conversations focused, easy to follow and truly useful for all involved. I know how much I value our high signal-to-noise ratio, and this policy is one of the main reasons for it.
So, if you have a question in a particular case, the best bet is to drop the forum moderator a Sticky Mail and ask before posting.

from reading, what the other chaps have said, and TOS.
Basically url's that can be listed are useful to the members of the forums, and in some cases may be of a commercial nature, when a topic is raised having an impact on the members of the forums, not just any commercial site. i.e. software, learning resources.
Best thing to do is start a new thread, but not in FOO, and talk about your site, be honest, and invite individuals to email you to get the url and have a look at it, you may get responses from this.
We do not allow review my site posts. It is impossible to deduce which posts are honest requests and which are just promotional drops.
This same principle would apply to reviewing other people's sites. There's virtually nothing that can be done that hasn't been done before, and time is taken to check each one out, whether it's the index page or an interior page on a site. It could be someone promoting someone else's site, or maybe even "exposing" a competitor. There could be any number of reasons, but the same principles apply.
It's actually all covered in the Term of Service - maybe not precisely because that would take a book not a page, but the basic principles that apply to every situation are all there, in addition to specifics in the individual forum charters.

If there is ANY way to avoid using an url, please do so. Back in the 'old' days when this was all-seo-all-the-time we'd let a "Help, my site has crashed and burned!" post stay up... sort of a taking care of the wounded mentality. That's really about it.
I participate in a half-dozen boards and, as tedster says, you really come to appreciate the low noise level here.
