Since when category 119 got allocated/started ?

Category 119 [webmasterworld.com...] is a new category where all browser related forums are located. A few weeks ago some forums have been regrouped and this is when this category was created.

that new category and the reordering appeared about 5 weeks ago.
a couple of new forums have been added since then.
