Which forum discusses the different ways that SEO companies / consultants get paid?

If I'm looking for help / looking to hire a consultant, do I post that in "Commercial Exchange", and do I need any special permission / special type of membership to do that?

...and you would post your solicitation in the Commercial Exchange forum however that is a pre-moderated forum and is usually only open to members who have been around here for a little bit.
