Yes, that section under Supporters Forums [webmasterworld.com] is for subscribers [webmasterworld.com] to WebmasterWorld.

Maybe a contextual "join now" or "membership benefits" button would clarify and help recruiting.

I haven't seen this message in a while... so I'm suggesting blind... but it might be worth seeing if it can be made more communicative.
