Do all HOME page discussions end up in library

I wanted to know , how library is created , all are home page discussions are library part of WebmasterWorld or both of them are different things

Great question. They are different things. The homepage threads point to what is happening and newsworthy at this moment, while the library threads are threads that are deemed to hold up and be important over time.
