Keeping threads ontopic?

I've never been around a place that had a harder time keeping thing's on topic in a thread. This one is way out there now, and no way to bring it back or split it.

[webmasterworld.com...]

That is just one of dozens or hundreds.

How can we prevent that? What do you think is the cause?
