I'm interested how do you decide which posts should be highlighted and which posts you move to library.
Is there one person who decide or all moderators "vote" or something else?

Each moderator is able to move a thread to their corresponding library if they deem it worthy. Anyone can recommend a thread - sticky the mod for that forum and they'll give it the nod (or not ;))
